This guidance provides a technical insight into the conversion of Scotland’s traditional buildings, balancing building regulation compliance with conservation. It promotes a holistic, risk-based approach to technical compliance in the performance of traditional buildings.
An introduction to sustainability in traditional buildings
Sustainable development is widely defined, following the United Nations Brundtland Commission (1987), as meeting the needs of the present without compromising the ability of future generations to meet their own needs. In the context of Scotland’s built environment, this requires balanced consideration of social, economic and environmental factors, alongside the long-term maintenance of buildings, the wellbeing of occupants, and the responsible stewardship of natural resources. It also recognises that sustainability encompasses the continued use, care and adaptability of the existing building stock.
The Building (Scotland) Act 2003 empowers Scottish Ministers to regulate in order to further the achievement of sustainable development. Sustainability is therefore embedded within the building regulations framework, principally through strengthened standards relating to energy efficiency, resource use, accessibility, drainage and environmental performance. While Technical Standard 7.1 of the Domestic Technical Handbook applies to new buildings and does not apply to conversions, the principles that underpin Section 7 remain relevant to the adaptation of traditional and listed buildings.
For traditionally constructed buildings, sustainability is inherently linked to conservation. The retention and reuse of existing fabric represent a significant conservation of embodied carbon and materials. Extending the life of a pre-1919 building through sensitive conversion avoids the environmental costs associated with demolition and new construction. In this respect, the sustainable management of Scotland’s historic environment aligns with national policy objectives on climate change and net zero, while supporting community continuity and cultural value.
Although conversion projects are not required to achieve the sustainability levels set out in Standard 7.1, elements of sustainability may be integrated where it is technically feasible and compatible with the building’s character and fabric. Measures that improve energy performance, support sustainable transport, enhance water management or increase adaptability can often be incorporated in a proportionate manner. In doing so, careful consideration must be given to the behaviour of traditional materials, such as mass masonry and lime-based construction, to avoid unintended consequences such as trapped moisture or fabric decay.
Sections 1 – 6 of the Technical Handbooks already contribute to sustainability through requirements relating to structure, fire, environment, safety, noise and energy. For conversions, these standards apply in so far as is reasonably practicable and provide an opportunity to secure incremental environmental improvements. Section 7 broadens this approach by encouraging consideration of wider sustainability measures not otherwise addressed, including infrastructure that supports the transition to low-carbon transport.
For listed buildings in particular, sustainability should be understood as the careful balancing of environmental performance with statutory duties to preserve architectural and historic interest. Sensitive, well-informed interventions can enable traditional buildings to remain viable and functional in a low-carbon future, supporting both environmental objectives and the long-term stewardship of Scotland’s historic environment.
In this way, sustainability in the context of traditional and listed buildings is not solely about compliance with prescriptive metrics. It is about ensuring that adaptation and continued use are achieved in a manner that protects significance, conserves resources, and supports the wellbeing of present and future generations.
