Procurement - national collaborative: service enhancement plan March 2025

This plan sets out the vision to improve end-to-end customer service to increase usage of current procurement frameworks and deliver even more savings, as well as identifying areas of potential growth.


Improved use of information and systems

The introduction of the new Management Information Platform (MIPS) will eventually transform our ability to collect and use shared public sector procurement data for improved services and increased benefits. Data design, platform development and population of the platform is ongoing. As part of the NCPD service enhancement programme, we will continue to work with the MIPS Team and our customers to ensure the platform and the MI (Management Information) available is tailored to our collective needs. We will:

  • Review and design our data collection plan in collaboration with customers to ensure outputs and reports meet their requirements – as part of this process, we will explore how reporting of real cash savings can be achieved
  • Ensure that our data and MI reporting capability is available in one place (MIPS)
  • Improve savings and benefits guidance
  • Increase support for customers to collect community benefit information and improve reporting on community benefit indicators
  • Explore the use of Intelligent Automation in MI & benefits reporting

The Scottish Government has provided an eProcurement Shared Service to the Scottish public sector since 2002. The service supports and underpins the public procurement process and enables public bodies to maximise the impact of their procurement activities through the use of digital procurement solutions. We lead the UK by using a comprehensive, joined up suite of procurement tools to drive excellence, consistency and best practice within public procurement.

The Scottish eProcurement Future Strategy sets out the collective approach to improve the delivery of digital capability across the public procurement landscape in Scotland. Phase 1 of the eProcurement strategy will see the purchase of pre award services.

Working with the eProcurement Shared Service, we continue to identify, as requirements arise, opportunities to improve our services through the use of automation and AI.
