Procurement - national collaborative: service enhancement plan March 2025

This plan sets out the vision to improve end-to-end customer service to increase usage of current procurement frameworks and deliver even more savings, as well as identifying areas of potential growth.


Strengthened collaborative procurement ecosystem

Given the challenging financial constraints that the public sector as a whole is facing, it is imperative that we examine how we can collectively maximise value for money from collaborative procurement in Scotland. While much progress has been made in our collaborative approach since the McLelland Review in 2006, we propose to conduct a review of the national collaborative ecosystem to strengthen collaboration, opportunity development, performance and productivity management. In collaboration with key sectoral stakeholders via the Collaborative Leads Group (CLG) and Service Enhancement User Intelligence Group, we will:

  • Benchmark and undertake an environmental analysis to map collaborative frameworks and providers across the Scottish and UK collaborative landscape
  • Explore new models of collaborative working, seeking to align operational policies where possible
  • Consider the strategic relationship with other collaborative procurement providers in Scotland and the UK
  • Review and make recommendations on all aspects of cross-cutting collaborative procurement to ensure clarity of purpose and best fit delivery to meet Scottish public sector requirements
  • Review governance and performance requirements and implement recommendations
