Scotland's wellbeing economy monitor: July 2025

The Wellbeing Economy Monitor (WEM) tracks progress towards creation of a wellbeing economy using a broad range of indicators with a particular emphasis where the economy and economic policy play a significant role in contributing to wellbeing outcomes.


8. Local wellbeing economy monitor

The local Wellbeing Economy Monitor is designed to support Stage 1 of the diagnostic process set out in the Wellbeing Economy toolkit. It enables users to quickly generate a high level picture of a local authority area’s relative wellbeing across a selection of social, environmental, and economic dimensions that reflect local circumstances. Users can compare across local authority areas and against Scottish averages to provide a benchmark of wellbeing outcomes.

Where possible and where appropriate, data within the local Wellbeing Economy Monitor aligns with that of the national monitor and the NPF.

Indicators have been selected to give a broad-brush sense of progress towards National Outcomes in the NPF, which should enable users to generate a high-level picture of wellbeing, and to help identify at a glance where there may be strengths that should be maintained or areas where there may be challenges and opportunities to improve wellbeing outcomes.
