Scotland's wellbeing economy monitor: July 2025

The Wellbeing Economy Monitor (WEM) tracks progress towards creation of a wellbeing economy using a broad range of indicators with a particular emphasis where the economy and economic policy play a significant role in contributing to wellbeing outcomes.

Due to methodological changes, estimates for 2023 and 2024 might not be directly comparable to estimates for 2022 and earlier years. Estimates for 2020 and 2021 are subject to more uncertainty, and should be treated with caution due to the impact of COVID-19 on data collection. In 2021, SOC codes were changed from SOC 2010 to SOC 2020.

16 From 2021, occupation coding was changed to Standard Occupation Coding (SOC) 2020 from 2010, and as a result estimates for 2021 earnings represent a break in the time series. Estimates from 2021 onwards are not directly comparable with earnings on a SOC 2010 basis, and this should not be compared with each other. The estimate for 2024 is provisional. Employees are on adult rates – pay is unaffected by absence unless furloughed. Due to methodological changes, estimates for 2023 and 2024 might not be directly comparable to estimates for 2022 and earlier years. Estimates for 2020 and 2021 are subject to more uncertainty and should be treated with caution due to the impact of COVID-19 on data collection.
