The National Missing Persons Framework for Scotland (2025) provides updated roles and responsibilities of respective agencies, standardising key practice from a wealth of good practice across Scotland, that aims to help and safeguard those who go missing through multi-agency working.

Missing Persons Protocol

A multi-agency group can aid local missing practice by developing, reviewing or updating a local missing persons protocol to ensure procedures, responsibilities and actions are clear for all agencies when a person goes missing. A protocol aligned with and outlining the aims of this Framework can provide a consistent approach for agencies when a person is missing and ensure understanding of roles and responsibility. There are a number of excellent protocols that have been developed across Scotland with examples provided in the good practice toolkit which can be used to adopt good practice from elsewhere. Further advice can also be provided from Missing People National Coordinators - scotland@missingpeople.org.uk.
