National Missing Persons Framework for Scotland 2025

The National Missing Persons Framework for Scotland (2025) provides updated roles and responsibilities of respective agencies, standardising key practice from a wealth of good practice across Scotland, that aims to help and safeguard those who go missing through multi-agency working.


Missing Persons Multi-Agency Group

Agencies who work with people who go missing and people at risk in each local authority area should establish a missing persons multi-agency group for their area where one does not exist and continue to review the purpose and members for gaps where a group is already established. The multi-agency group can meet weekly to monthly depending on local need and build necessary relationship and partnership working to identify current issues, hotspots or individual patterns. The group can build its response to missing and support for missing people, identifying responsibilities and develop or update a local missing persons protocol.
