National Missing Persons Framework for Scotland 2025

The National Missing Persons Framework for Scotland (2025) provides updated roles and responsibilities of respective agencies, standardising key practice from a wealth of good practice across Scotland, that aims to help and safeguard those who go missing through multi-agency working.


Philomena Protocol

The Philomena protocol was launched by Police Scotland in 2023. It is a standardised form that carers and parents can use to collate all relevant information in relation to a child which can help to minimise the time officers spend gathering relevant details about the child. The form is similar to the Herbert protocol and utilises a person centred approach as each child is consulted and encouraged to have input in the form completion. The protocol is now being used for individual children and also as a bolt-on to the Not at Home Protocol.
