In 2025 a consultation was held, Voices in Justice - a Consultation on parole reform in Scotland. It asked victims, people in custody, justice professionals, and the wider public for their views on the parole system. This document is the summary of those response in easy read format.

Progress review hearings
Some people want progress hearings after release to see how the person is doing.
Organisations were worried about doing this because justice social work already did this and it would take too long.
Most people thought the Parole Board could use progress hearings to change licence conditions. They could make them stricter or make them more relaxed if needed.
A lot of people did not want progress hearings to be used to recall the person released on licence.
Everyone had different ideas about when progress hearings should happen and how often.
Some people thought progress meetings should only happen if they are needed. They thought they were not needed if the person released on licence is doing well.
