In 2025 a consultation was held, Voices in Justice - a Consultation on parole reform in Scotland. It asked victims, people in custody, justice professionals, and the wider public for their views on the parole system. This document is the summary of those response in easy read format.

Tests for release
People could not agree if there should be different tests for different kinds of sentences.
There was agreement there should be a test that looks at
- risk of release
- those released getting back to society
Prisoners and ex-prisoners want tests to look at how ready they are to rejoin society.
Many wanted a better way to look at risk of release and how parole decisions are made.
