9. Homelessness

Between October 2024 and September 2025, fewer households in Scotland were assessed as homeless (33,966) than during the same period the previous year (34,836), which represents a decrease of 2.5%. Over the same period, the number of households submitting a homelessness application also decreased from 41,622 to 40,476 (a decrease of 2.8%).

However, the number of households in temporary accommodation increased. As at 30 September 2025, 18,092 households were in temporary accommodation, compared to 16,634 a year earlier, an increase of 8.8%.

Across all local authorities in Scotland, Aberdeenshire recorded the largest annual percentage increase in homelessness applications, rising by 15% from 821 to 942. Aberdeenshire also saw the largest percentage increase in the number of applications assessed as homeless or threatened with homelessness, increasing by 21% from 672 to 816. Meanwhile, Perth and Kinross had the largest percentage increase in households in temporary accommodation of 63%, with numbers rising from 59 to 96.
