National Islands Plan 2026: easy read
Easy read version for the new National Islands Plan. Under an overarching population retention and attraction objective, it provides a programme of actions to address challenges and opportunities facing Scotland's islands.
About the Plan
The Scottish Government thinks that island communities are an important part of Scotland’s economy, culture and identity.
The National Islands Plan (the Plan) explains how the Scottish Government wants to work with our island communities to help them thrive.
The first Plan was brought out in 2019. In 2024 the Scottish Government looked at the Plan again and met with communities across islands.
We listened to islanders and changed the Plan based on what they told us. They said:
- The new Plan’s objectives need to be clearer.
- It needs to improve islanders’ every day lives.
- It should have fewer goals and promises.
Helping people to stay, return or move to islands is the main priority of this new Plan. We will put island communities first and support jobs and opportunities for local people.
