Equality duty - mainstreaming report 2023-2025: summary - easy read

Provides an update on the progress we are making to mainstream the equality duty as an employer and decision-maker. It also provides reflection on our progress towards achieving our equality outcomes for the 2021 to 2025 reporting period.


Spotlight Achievements

There are a number of areas where our equality mainstreaming work has been a success.

The Diversity and Inclusion Employer Strategy

This was introduced to make sure that equality and human rights are fully embedded in the Scottish Government’s workforce.

The Faith and Belief Engagement Strategy

This was launched in March 2023. It sets out our vision that Scotland is a peaceful, safe and inclusive society for people of all faiths, religious identities and spiritual beliefs (and none).

Drugs Policy

The Scottish Government set up Mother and Child Recovery Houses. These services allow women affected by drug or alcohol use to stay with their children while they get support.

Disabled Students Allowance (DSA)

The Scottish Government launched Disabled Students Allowance (DSA) Online, a digital service replacing the previous paper-based system. The new system is easier for disabled students to use.

Non-Binary Equality Action Plan

This was developed with LGBTQI+ organisations and people with lived experience. It outlines 51 actions to remove barriers and improve the lives of non-binary people.

Equally Safe Strategy

This is Scotland’s plan for stopping violence against women and girls (VAWG). It was updated in 2023.

The Volunteer Support Fund

Between 2021 and 2024 the fund helped organisations recruit 11,655 volunteers. This included over 8,200 from minority groups. This helped to make Scotland’s voluntary workforce more diverse and inclusive.

Education Scotland

Education Scotland has developed the Equalities Policy Guide. This was developed with educators, researchers, and voluntary organisations to meet the needs of diverse learners.
