The number of children eligible for ante-pre-school is smaller than the number eligible for pre-school as children whose third birthday fell between January and Census date only turned 3 years of age during 2010 and are only eligible for ante-pre-school after Easter 2010, and are therefore included in the "2 year olds" category.
