Single Scottish Estate (SSE) Programme: reflections and progress report

This reflections report showcases what the Single Scottish Estate has achieved in its first two years of delivery, highlighting successes of the programme.


7. Assurance Activity

In March 2024, the SSE Programme underwent its first Gateway (Gate 0) Review, which was very positive for establishing the Programme and we achieved an Amber rating. The review provided three main recommendations which were prioritised for action by the Programme. These were to:

  • Finalise the Outline Business Case (OBC) for the SSE Programme. This was delivered in July 2025.
  • Review Programme governance with a view to providing a clearer structure that will encourage improved delivery team working, oversight and ownership of the Programme. We consulted all governance members with a range of questions and a new, streamlined structure is now in place from April 2025.
  • Assess whether the Insite system will provide a sustainable and effective data source for both qualitative and quantitative data to inform the Programme and develop a mitigation plan as required. This has been a critical piece of work for the Programme with significant engagement with UK Government and stakeholders in Scotland and remains under review.

These actions are crucial as we continue to refine and strengthen the Programme for future success, and we welcomed the direction from the Gate 0 Team. Another Gate 0 review is currently being planned to take stock of progress, which we anticipate will again be positive for the Programme.
