Single Scottish Estate (SSE) Programme: reflections and progress report

2. SSE Governance
A key factor of our governance is harnessing support and champions for the Programme, which raise awareness and help us get buy-in across the public sector. Our choices in implementing the governance arrangements, including representative membership from senior leaders across the public sector, have helped us to make such positive progress. This collaborative leadership approach ensures that expertise, best practise and lessons learned are shared to support effective programme delivery.
The governance structure established to support the SRO includes the Minister for Public Finance, CEO’s and senior representatives from Local Authorities, health, public bodies and key roles within government. These governance structures have been set up in consultation with members, to ensure they are effective and best support delivery of the work and to maximise value from all involved.
To further strengthen collaboration across the public sector, we introduced the first ever Scottish Public Sector Property Forum. This Forum provides a platform to share best practice, raise questions, and collaborate on opportunities to improve the efficiency of the public estate. Some of the matters the Forum has discussed have been the development of new Property Controls Guidance, the challenges in gathering accurate data, collaborative communications and examples of successful delivery.
We are expanding this Forum to include a wider range of public sector stakeholders, including Local Authorities, aligning with Ministerial priorities to drive efficiencies and savings through broader collaborations.
