38 The UK Government referred certain provisions of the Bill to the Supreme Court on matters relating to legislative competence and the Court found those provisions to be outwith the powers of the Scottish Parliament. The Scottish Government remains committed to the incorporation into domestic law of the United Nations Convention on the Rights of the Child to the maximum extent possible, as soon as practicable.
