Scotland's Artificial Intelligence strategy 2026-2031

Artificial Intelligence (AI) is reshaping economies, industries and public services around the world. This is our five-year strategy to harness the potential of AI to drive responsible and inclusive growth across our economy and make a positive difference at every level of society.

Acknowledgments

Developing this Strategy has been a significant and collective effort and we are grateful for the advice, expertise and insight received from across Scotland’s AI ecosystem.

The strategy was built from widespread engagement across the country with businesses from a range of different sectors and sizes, Industry Leadership Groups, universities and colleges, innovation centres, and our enterprise and skills agencies. We also conducted several consultation workshops which engaged over 100 experts, business leaders, academics and third sector organisations. We are indebted to all these colleagues and organisations for their time, expertise and insight which has helped us develop this Strategy.

This work has been guided by the AI Sub-group of Scottish Technology Council, which comprised:

  • Michael Boniface, Group Chief Executive Officer, Kythera AI and Intelligent Artefacts
  • Steven Drost, Executive Vice Chairman, CodeBase
  • Kori Higgens, Operations Lead, Musubi Lab
  • Georgios Leontidis, Professor of Machine Learning, University of Aberdeen
  • Ewa Luger, Professor of Human Data Interaction, University of Edinburgh
  • Stevie Revill, CEO and Co-founder, Urban Tide
