National Transitions to Adulthood Strategy for young disabled people: equality impact assessment
Gaps and limitations in evidence gathered and mitigations
The EQIA process identified several limitations in the available evidence, particularly around intersectionality and consistency of support. These gaps present risks to equitable implementation and may lead to indirect harm for vulnerable groups if not addressed.
Identified Gaps:
- Limited disaggregated data by disability type, gender, ethnicity, and socio-economic status, restricting the ability to monitor differential impacts.
- Inconsistent application of eligibility criteria across local authorities, contributing to a “postcode lottery” in access to support.
- Lack of robust labour market data for people with learning disabilities, limiting understanding of outcomes and barriers.
- Insufficient data on the experiences of disabled young people who also belong to other protected groups (e.g. LGBTQ+, minority ethnic, religious communities).
