National Transitions to Adulthood Strategy for young disabled people: equality impact assessment


Approach and methods

The EQIA adopted a mixed-methods approach, combining:

  • Quantitative data from national datasets on education, health, employment, and social care outcomes for young disabled people.
  • Qualitative insights gathered through extensive stakeholder engagement, including lived experience narratives, thematic analysis of consultation responses, and feedback from working groups.

The assessment was co-developed alongside the External Strategic Working Group and informed by the Cross Policy Working Group, ensuring diverse perspectives and robust evidence. The approach was guided by the PSED and aligned with the principles of Getting It Right For Every Child (GIRFEC), the social model of disability, and Scotland’s National Performance Framework; embedding rights-based, inclusive, and person-centred methodologies throughout.
