National Transitions to Adulthood Strategy for young disabled people: equality impact assessment
Conclusion
This Equality Impact Assessment has shown that the National Transitions to Adulthood Strategy for Young Disabled People has the potential to transform outcomes for young disabled people aged 14–25. However, this potential will only be realised if implementation is underpinned by robust, disaggregated data, inclusive engagement, and a commitment to continuous improvement. Without targeted action, there is a risk of perpetuating existing inequalities, particularly for those facing multiple and intersecting disadvantages.
To meet the Public Sector Equality Duty and uphold Scotland’s commitments to human rights and inclusion, we recognise the Strategy needs to go beyond its inclusive design and actively address gaps in service consistency, cultural competency, and intersectional understanding. By embedding lived experience, strengthening accountability, and ensuring national coherence, the Strategy can deliver meaningful change and ensure that every young disabled person is supported to thrive in their transition to adulthood.
