Whole school approach to racism and racist incidents: guidance
This guidance has been designed to assist school leaders, school staff, and local authorities to implement a consistent and robust whole school approach to responding to racism and racist incidents in schools.
Annex C: Support and Resources
This section signposts to some resources and learning on racism, but the list is not exhaustive. There will be local initiatives and learning that school leadership and staff may wish to access.
Resources to support children and young people, parents, carers and families
- Intercultural Youth Scotland provide counselling for Black and People of Colour children and young people, aged 12-25 based in Scotland.
- CRER has an advocacy and advice service for parents and carers of children and young people facing racism at school.
- The NSPCC have guidance on talking to children about racism.
- Parent Club has information has information on talking to your child about racism.
There may be additional supports available at local level. For example, RISE Forth Valley provides support across a number of local authorities.
Resources to support children with additional support needs

Resources to support schools and practitioners
Relationships and Behaviour in Schools
- Scottish Government has guidance for schools on fostering a positive, inclusive and safe environment, including information on setting expectations.
- Scottish Government has produced guidance for local authorities and educational settings on appropriately using risk assessment processes to mitigate or minimise violent, aggressive, and dangerous behaviours.
- Respect for All is guidance for schools and organisations on preventing and responding to bullying between children and young people, including advice on online bullying and recording and monitoring incidents.
- Education Scotland has developed guidance on Promoting Positive Relationships and Behaviour in Educational Settings.
- Education Scotland has produced an Equalities Policy Guide that includes a road map around learner participation.
- Scottish Government has published a whole school framework on Preventing and responding to gender based violence.
Understanding racism and anti-racism
- CRER have produced a resource on Human Rights for Anti-Racism in Education which sets out key human rights that support anti-racism, with information on the relevant rights within the UNCRC.
- Education Scotland’s Promoting Anti-Racist Education in Scotland includes information on ways children and young people in Scotland experience racism.
- Education Scotland has information on anti-racist education and racial trauma.
The role of curriculum in building an anti-racist school environment
- Education Scotland have developed guidance on Promoting race equality and anti-racist education for schools.
- Anti-Racist Curriculum Principles have been designed to support educators, leaders and learners understand what an anti-racist curriculum means in practice.
- The Scottish Children’s Parliament and Intercultural Youth Scotland worked with children to create anti-racist education Calls to Action.
- Scotdec, WOSDEC, and Highland One World have created antiracisted.scot, which provides tools, workshops and ideas to support Early Years practitioners and educators in Scotland to build an anti-racist curriculum.
- Education Scotland has developed information and guidance on how to incorporate race equality and anti-racism in Literacy and English, Numeracy and Mathematics, and Health and Wellbeing.
- CRER’s Introduction to Anti-Racist Curriculum Development outlines why anti-racist approaches are important in curriculum development.
- Global Citizenship Education in Scotland have developed a resource to help practitioners to review their materials from an anti-racist perspective.
- The STEP website has a case study of a collaborative approach taken by a school to work with parents and families to co-design their Health and Wellbeing curriculum.
- Education Scotland has developed professional learning titled Mirrors and Windows: Diversity in the Curriculum that can be accessed under the Equalities and Rights section of the Inclusion Wellbeing and Equalities Professional Learning Framework.
Children and young people’s mental health
- Resources on the impact on mental health are signposted on Education Scotland’s Promoting Anti-Racism in Scotland.
- Educational Psychology services in each local authority can be found at Enquire
- The Anna Freud Foundation mental health resources, including guidance on supporting students who have experienced racism.
- Mind have resources on Racism and mental health.
Hate Crime and extremism
- There are resources for schools available from the Crown Office and Procurator Fiscal Service
- The Coalition for Racial Equality and Rights (CRER) have published information on responding to online hate speech and hate crime and tackling online hate and extremism.
- YouthLink Scotland, respectme, the Hate Crime Strategic Partnership and Education Scotland have developed a professional learning resource on Hate crime and prejudice-based behaviours.
- I Am Me Scotland Learning Platform has information about hate crime.
- The Digital Discourse Initiative provides teachers and educators in Scotland with tools to counter the effects of extremism and teach core critical and digital media literacy skills.
Responding to a child or young person who has experienced a racist incident
- Education Scotland have information on creating safe spaces for pupils:
- Education Scotland has a summary of nurture and trauma-informed approaches.
- Respect for All is the National Approach to Anti-Bullying for Scotland’s Children and Young People.
- STEP has developed guidance on support for Gypsy/Traveller children and young people who experience racism.
- Addressing Inclusion was developed by CRER and respectme to support school staff to address racist bullying in Scottish schools.
Engaging with parents, carers, and families
- Education Scotland have information for families about anti-racism education available on Parentzone.
- Education Scotland has a toolkit for practitioners on engaging with parents and families. They have also produced guidance for parent councils on supporting communication with parents and carers.
Professional Learning
- Education Scotland have self-directed professional learning activities on antiracist education and racial trauma.
- Antiracisted.scot has resources for professional learning and classroom activities.
- CRER have produced guidance on how public services can ensure that anti-racism training is effective for their staff.
Resources to support staff wellbeing
Not all of these resources are designed for the teaching workforce in Scotland but can still assist with tackling racism and discrimination involving members of school staff:
- The EIS has advice, guidance and resources for members on a range of equalities matters including anti-racism, including “Standing Together - Mobilising for Anti-Racism at work” developed in partnership with the Scottish Association of Minority Ethnic Educators (SAMEE).
- NASUWT has produced advice and resources for members on anti-racism.
- The General Teaching Council for Scotland have a number of resources targeted at supporting equality and diversity including:
- Scottish Government’s Safer Scotland website includes information on support services available for anyone who has been subject to abuse of any kind.
- The TUC have produced information on anti-racism in the workplace including 10 Actions for workplace reps and a toolkit for union reps.
- Scottish Association of Minority Ethnic Educators (SAMEE) provides support to educators through workshops, seminars, conferences, one-to-one consultations, continued professional learning and bespoke coaching and mentoring activities.
- The EHRC have produced technical guidance on sexual harassment and harassment at work, which may be useful for staff facing any sort of discrimination, including race-based discrimination.
