109 Carbon leakage refers to the situation that may occur if, for reasons of costs related to climate policies, businesses were to transfer production to other countries with laxer emission constraints. This could lead to an increase in their total emissions. The risk of carbon leakage may be higher in certain energy-intensive industries (https://ec.europa.eu/clima/policies/ets/allowances/leakage_en).

This would actually comprise a higher number of contractor posts on a part-time basis due to the seasonal nature of the work on the ground (i.e. the need to work outside severe winter conditions and the bird breeding season).

160 TIMES is a high-level strategic model, covering the Scottish energy system, as well as non-energy sectors, including Agriculture, Waste, Land Use, Land Use Change and Forestry (LULUCF). It identifies the least-cost pathway for deployment of technologies, fuels and other carbon abatement measures to meet our final demands and emissions targets. See Climate Change Plan: third report on proposals and policies 2018-2032 – technical annex for further information on the TIMES model

161 whereby tight emissions reduction targets in one country could cause business to relocate to other countries with more lax climate regulation, potentially resulting in higher global greenhouse gas emissions overall.
