Scotland's fourth land use strategy: consultation analysis

This report provides analysis of responses to a consultation for Scotland’s Fourth Land Use Strategy which ran between 6 August and 5 October 2025.


Responses

We received 78 responses in total. 15 were received from individuals. 63 were received from organisations. Most addressed the 26 specific questions set out in the consultation, which were a mix of closed and open. Responses are summarised below under the relevant headings, with the responses to the closed questions being presented quantitively.

Some respondents chose to provide a narrative response to the consultation as a whole. These responses were analysed separately and are summarised at the end of this report.

An analysis of the responses was conducted by the Land Use Strategy Team, within the Agriculture and Rural Economy Directorate of the Scottish Government. Internally available artificial intelligence, (MS Copilot), was used initially to structure the analysis and collate key themes. Subsequently, officials systematically reviewed the results against the responses to ensure views were accurately represented.
