Defining Prevention

The first step in taking a preventative approach is to have a clear definition and narrative around prevention.

This ensures that any policy, strategy or service being considered is grounded in a shared language around what we mean by “preventative”.

Defining prevention clearly is the foundation for tools discussed later in the Toolkit, such as mapping drivers of demand, preventative budgeting and analysing the returns from prevention
