This third annual monitoring report provides an analysis of the progress made between April 2024 and March 2025 on the National Mission to reduce drug deaths and improve lives.
12. An Official Statistics in Development Publication for Scotland
These statistics are official statistics in development. Official statistics in development may be new or existing statistics and will be tested with users in line with the standards of trustworthiness, quality and value in the Code of Practice for Statistics.
There are limitations and gaps in available data which limit comprehensive assessment of progress towards reducing drug deaths and harms in Scotland. Consideration will be given to the potential for improving monitoring by, for example, exploring opportunities for data linkage and expanding data collection. A key focus during 2026-2027 will be the development of an analytical programme to support the Scottish Government’s Preventing Harm, Promoting Recovery: Scotland’s Alcohol and Drugs Strategic Plan 2026-2035. This is part of Scotland’s broader public health ambitions including the Population Health Framework and the Service Renewal Framework.
