Grenfell Tower Inquiry recommendations: progress update - March 2026

The progress update contains information regarding the Grenfell Tower Inquiry recommendations (so far as relevant to Scotland). Information is current up until 1 March 2026. Further progress updates will follow in due course.

Recommendation 3 - Fire Safety Regulatory Unification

Activity since last update

Although this recommendation is primarily directed at the UK Government, the Scottish Government has reviewed the function, operation, remit and membership of the Ministerial Working Group on Building & Fire Safety, to ensure that it can operate effectively and efficiently in proactively, as well as reactively, considering issues related to building & fire safety.

Planned activity

Although the initial review is complete, we will continue to ensure the Group has an appropriate membership and remit. A further review will take place after the Scottish Parliament election.

Recommendation 4 - Chief Construction Adviser Appointment

Activity since last update

1. Mapping of the construction policy landscape across Scottish Government to identify interfaces, regulatory responsibilities and potential overlaps.

2. Development of an outline brief to support procurement of a specialist consultant to undertake an options appraisal; including early, high level, options that will be explored in more detail during the appraisal.

3. Continued development of the programme and implementation plan for this recommendation.

4. Engagement with the UK Government Interim Chief Construction Adviser (CCA), including an initial analysis of that role’s remit. As a result, the options appraisal will now explicitly consider whether a UK wide or devolved nations approach may better reflect the reality of a single, integrated construction industry.

5. Ongoing engagement with counterparts in the UK Government, and other DAs to understand each administration’s approach to construction regulatory reform and explore alignment, where appropriate.

1. Continue to develop the brief for the procurement of a specialist consultant to undertake an options appraisal.

2. Continue to develop the implementation plan and programme.

3. Continue to engage with the UK Government and other DAs.

Procurement legislation is a reserved matter. We continue to engage with the UK Government on this issue.
