Recommendation 24 - Fire Safety Design Resource Library

Officials met with MHCLG on 3 March 2026.
The Construction Products Reform Green Paper set out the potential scope of a construction library including product information. Views gathered on how to provide clear and trusted information, its scope and users. A Construction Products Reform White Paper was published in February 2026: Construction Products Reform White Paper - GOV.UK.
MHCLG have committed to support development of a construction library, working with industry. The ambition is to develop digital services that provide clear, accurate, and honest product information without duplication or confusion. This will be delivered through a phased approach, starting with ensuring the national regulator has the digital capability for market surveillance, improving transparency on tests for products using third-party certification schemes, and exploring options for a digital platform or database if needed, alongside simplifying access to regulatory guidance and fire safety information.
Responses to the White Paper will be used to inform the next stages of this work.

Recommendation 25 – Public Recommendations Tracking System

Activity since last update
In Scotland it is a legal requirement of the Scottish Courts and Tribunals Service (SCTS) to publish determinations of Fatal Accidents Inquiries including response reports with detail of actions taken or proposed.
In England the Cabinet Office has set up a Recommendations and Government Response dashboard. Scotland currently does not have an equivalent system.
The Finance and Public Administration Committee published a Report, December 2025 on the Cost-Effectiveness of Scottish Public Inquiries. It urged the Scottish Government to “establish a robust, transparent system for tracking and publicly reporting on the implementation of inquiry recommendations”.
The Deputy First Minister has responded to the Committee. The Scottish Government will explore how best to publicly report on the implementation of inquiry recommendations and will actively consider options to establish a similar resource in respect of Scottish Public Inquiries.

Recommendation 27 - Fire Control Switch Standardisation Review

In Scotland there have been no reported incidents with drop keys.
The Scottish Fire and Rescue Service (SFRS) has undertaken a series of actions focusing on the standardisation and management of fire lift drop keys.
This work has been progressed through the High-Rise Continual Improvement Group (HRCIG) and the Operational Assurance Visit (OAV) Working Group.
Key actions and current position:
Guidance Issued: A Lift Identification Guide developed supported by a video resource and published on the SFRS Training for Operational Competence (TfOC) Library. Guide highlights risks associated with non-specified keys and emphasises the need for Local Senior Officer (LSO) Areas to maintain robust procurement and replacement processes.
SFRS Operational Assurance Visit Procedure Updated to include checks on firefighter lift operation and key provision. Awareness briefing issued on the recommendation and to gather feedback from Local Senior Officer Areas. Where issues have been identified appropriate keys have been provided.
Data Collection: A prototype database was trialled to record key types, British standards, and availability on appliances and at premises. This is informing a standardised recording method across the Service. Final returns for this phase of the review are due by 19 December 2025.
Procurement Review: Following the data collection exercise, procurement methods across LSO Areas are being reviewed to support a consistent approach.
Ongoing Review: The OAV Working Group continues to meet regularly to refine procedures and integrate findings into the wider high rise domestic buildings OAV process, in line with HMFSI recommendations.

Recommendation 28 - Gas Valve Inspection Programme

Scottish Government officials met with the Health and Safety Executive (HSE) on 10 February 2026. HSE has a preferred approach and delivery plan for stakeholder engagement which aims to improve assurance on pipeline isolation valves (PIV) access and clarify stakeholder roles and responsibilities.
HSE has engaged with network operators to establish a baseline on PIV access and existing barriers. Data used to inform engagement with stakeholders with the influence over the accessibility of PIVs.
A baseline of pipeline access issues being developed to inform targeted stakeholder engagement from March 2026.
Planned activity
The Scottish Government will provide HSE with a list of relevant Scottish stakeholders. Reports will be shared by HSE moving forward and a follow up meeting will be arranged as necessary. We will continue to engage with HSE as they progress this recommendation.
