Grenfell Tower Inquiry recommendations: progress update - March 2026

The progress update contains information regarding the Grenfell Tower Inquiry recommendations (so far as relevant to Scotland). Information is current up until 1 March 2026. Further progress updates will follow in due course.


Cladding Remediation Programme

While this progress update focuses on the specific recommendations in the Scottish Government response to the Grenfell Tower Inquiry Phase Two Report, we would also wish to reference the work being taken forward in progressing the cladding remediation programme. This work is integral to many of the recommendations.

The programme is now in a different phase after extensive and often complex policy and operational work to set the foundations for assessment, mitigation, and remediation. This included the ‘pilot phase’ which tested the concept of single building assessment; ‘expedited legislation’ to ensure we have the necessary legislative basis to deal with the challenges that arise through the tenure system in Scotland; ‘full commencement’; the publication of the ‘single building assessment specification and standards’ [Cladding - Single Building Assessments and additional work assessments: standards - gov.scot] which set out a robust and consistent framework for the assessment of buildings and the mechanism for peer review and audit; and ‘statistical and economic analysis’ which for the first time established scale and estimated capital costs [Introduction - Scotland’s cladding remediation estimates: June 2025 - gov.scot] [https://www.gov.scot/publications/cladding-remediation-capital-spend-forecasting/].
