Scotland’s cladding remediation estimates: June 2025
An ad hoc publication providing the Cladding Remediation Programme’s latest estimates of the number of residential buildings in Scotland where works may be required to alleviate external wall system life-safety fire risks.
Introduction
The Scottish Government’s Cladding Remediation Programme aims to protect homeowners and residents by addressing the risks to life and other impacts associated with unsafe external wall cladding systems, following the Grenfell Tower Fire in 2017.
The Housing (Cladding Remediation) (Scotland) Act 2024 gives Ministers the powers to assess and remediate buildings within scope, as well as powers to arrange urgent works and evacuate buildings where needed. In terms of building height, this Act refers to flatted residential buildings that stand at least 11 metres from the ground, when measured to the floor of the topmost storey.
In 2023, The Financial Memorandum for the Housing (Cladding Remediation) (Scotland) Bill included estimates of the number of buildings 11 metres or more in height that would potentially require remediation, but also noted that these estimates would be refined in due course. This publication presents the Cladding Remediation Programme’s latest estimates.
