Global Solidarity Fund: equality impact assessment results
This report summarises the results of the Equality Impact Assessment (EQIA) conducted to inform the design of the Global Solidarity Fund.
3. The Scope of the EQIA
3.1 The Global Solidarity Fund will be open to Scottish based CSOs, social enterprises and local groups, with an annual income of less than £200,000, who operate in the international development sector or promote global citizenship domestically on a not-for-profit basis.
3.2 The intended benefits of the Fund are:
Outcome 1: CSO Strengthening – Scotland’s small iNGOs are safe, resilient & effective in delivering against their mission.
- Capacity building priorities are met in areas where iNGOs have identified a need.
- More iNGOs adopt governance & safeguarding best practice.
Outcome 2: Global Citizenship Engagement - Increased understanding of and participation in global citizenship (active global citizenship) by the Scottish public.
- Narrative and language used to talk about aid reflects SG values of fairness, equality, inclusion and amplifies the voices of partners.
- Increased public awareness of international development issues, SDGs and SG ID programme.
- Increased support for and engagement with the work of Scottish iNGOs.
Outcome 3: Locally Led Development – Opportunities for small Scottish iNGOs to work with partners towards a locally led model of development are catalysed.
- Success stories and learning from pathfinder projects on different partnership models and the barriers & opportunities to their implementation.
- New application, evaluation & funding mechanisms developed and tested.
- Sources of support for overseas partners identified (CSOs strengthening in Partner Countries).
3.3 The Fund will have the greatest potential impact on the workforce of Scottish civil society/voluntary sector that meet the eligibility criteria set out at 3.1.
3.4 It is also expected that there may be potential impacts on the Scottish public through the work of those organisations to promote engagement with international development issues/ global citizenship values domestically (outcome 2).
3.5 It is also recognised that due to the international nature of the work of those eligible for the Fund, in particular as it relates to small CSOs seeking to shift to a locally led model in Malawi, Zambia and Rwanda (outcome 3), that there may also be some potential impact on partners in Malawi, Rwanda and Zambia (with specific groups and organisations yet to be defined at this stage). Understanding of the potential impacts on this audience will become better defined through implementation of the Fund.
