10.1. New Build
In the year to end of June 2025 the number of new-build completions across all-sectors in Scotland was 18,869, a 6% fall on the corresponding period a year earlier, and a 19% fall on the year ending June 2023. Over the latest time period, there were 14,274 private-sector completions which represents an annual decrease of 3%. Meanwhile, the number of new build completions in the social sector was 4,595, which is 14% less than in the previous year.
In the year to the end of June 2025 the number of new builds starts across all sectors was 15,202, a fall of 3% on the corresponding period a year earlier; in the social sector starts fell by 20% (743), and in the private sector starts rose by 2% (198).

10.2. Affordable Housing Supply Programme (AHSP)
The number of AHSP completions fell from 9,381 in the year to end June 2024 to 6,851 in the year to the end of June 2025 (down 27%). Meanwhile, over the same time period, the number of AHSP starts fell by 1,470 to 5,313 (down 22%) and the number of approvals fell by 2,265 to 4,680 (down 33%).
The Scottish Government set a target to deliver 110,000 affordable homes between September 2021 and January 2032, of which at least 70% will be for social rent. By June 2025, 29,680 affordable homes have been completed towards the target. These completions consist of 22,910 (77%) homes for social rent, 4,213 (14%) for affordable rent, and 2,557 (9%) for affordable home ownership.
