Education reform: evaluation strategy 2026 - 2034
This evaluation strategy sets out how the process and impact of the Education Reform Programme will be evaluated over 2026 to 2034 and how progress towards the short, medium and long term outcomes will be reported.
8. Outputs and communication
The evaluation will be registered on the cross-Government Evaluation Registry and updates on progress will be provided at regular intervals. The outputs/findings of this evaluation will be published as social research reports in accordance with the Scottish Government Social Research Publication Protocol, on the Scottish Government’s publications page. All evaluation products will be shared with external partners before publication. Evaluation reports will be published at pertinent stages throughout the implementation and delivery of the reforms; the timetable will need to be harmonised with the developing programme, however provisional outputs are as follows:

- Second evaluation report (2031) will set out findings of process evaluation of: alignment phase; package of support for the teaching profession and introduction of new and reformed qualifications; and bring together early impact assessment findings
- Third evaluation report (2034) process and impact evaluation of early stage of new curriculum, qualifications and assessment.
- Decisions will be taken at a later date on how the subsequent impact of the programme will be evaluated.
