Education reform: evaluation strategy 2026 - 2034
This evaluation strategy sets out how the process and impact of the Education Reform Programme will be evaluated over 2026 to 2034 and how progress towards the short, medium and long term outcomes will be reported.
1. Project summary
This project, lead by members of the Government Social Research Profession within the Scottish Government’s Learning Analysis Unit, will design and deliver a pragmatic and robust evaluation of the implementation and impact of the curriculum, qualifications and assessment reform across Scotland from 2026 to 2034. This aims for learners to experience an updated, inclusive and relevant curriculum, more diverse forms of assessment, clearer progression and greater opportunities to demonstrate the breadth and depth of their education, making the system fairer for all including learners with additional support needs. The evaluation will ensure data is used to drive the improvement of the process and future iterations. Whilst separate from the established benefit realisation process, this evaluation ensures that lessons can be learned and fed into ongoing development, by examining the overall effectiveness of the programme, including how it was implemented, the effects it had and why.
