Common Agricultural Policy: beneficiary publication guidance
The guidance outlines the data protection principles and requirements for all parties involved in processing personal data to publish data of Common Agricultural Policy (CAP) scheme beneficiaries on the Scottish web site as already happens at present under the existing UK Scheme .
6. Publication Format
The Scottish Government is required to publish the data.
Practical Steps for Preparation
1. Data Collection
- Gather data from payment systems and rural development databases for the EU financial year 16 October -15 October
- Scheme Name
- F105B Cross-compliance reduction
- F106A Total public expenditure
- F108 Date of payment (YYYYMMDD)
- F200 Unique beneficiary identifier
- F201 Beneficiary name
- F202A Address line 1 (street & number)
- F202B Postcode
- F202C Address line 2 (municipality)
2. Data Cleansing
- Standardise names, locations, and financial figures by BRN.
- Anonymise data below the publication threshold.
- Be aware of beneficiaries being identifiable through small numbers by municipality.
3. Data Structuring
- Use a tabular format (e.g. Excel).
- Include all required fields as per guidelines.
4. Validation
- Cross-check for accuracy and completeness.
- Ensure compliance with legal and privacy requirements.
5. Publishing
- Upload completed final table to designated SG website. Each workbook tab to contain different periods available for two years from publication.
Provide downloadable formats and search functionality if possible.
