Report to Parliament on Consultation Responses received on the Circular Economy Strategy as required by the Circular Economy (Scotland) Act 2024


Monitoring and Indicator Framework

  • 76% of those who answered this question provided some comments. Respondents largely felt that a wider range of indicators would be needed, both in general and for each of the specific outcomes.
  • Across the different outcomes, there were also calls for the data to be gathered/recorded in such a way that allowed for disaggregation by region, by urban/rural/island locations, by different socio-economic or demographic factors, by different sectors, and by different sizes and types of organisations.
  • There were concerns that, despite gathering lots of data, the proposed framework would not effectively measure outcomes or change – some felt that measurable and timebound targets, and interim milestones were required.

Changes Made:

  • Many of the comments received are highly specific and are focused on covering specific issues where data is not available or may already be reported elsewhere, e.g. the carbon footprint.
  • The text has been amended to recognise that this is Scotland’s first such framework and so will continue to be developed and improved as new or better data sources become available.
  • We have also provided more detail on the sorts of targets that could be considered, including consumption reduction in line with consultation feedback.
  • One indicator ‘Carbon footprint of managing Scotland’s waste outside of Scotland’ has been removed as no appropriate data source has been identified for this.
  • Detail on the development of the framework has been moved to the strategy’s Appendix 3.
