Report to Parliament on Consultation Responses received on the Circular Economy Strategy as required by the Circular Economy (Scotland) Act 2024


Vision and Outcomes

Consultation Feedback:

  • 82% either agreed or strongly agreed with the vision and outcomes.
  • Respondents supported the range of measures being proposed, and felt they were comprehensive, reflected the key levers available, and provided a good framework.
  • Some respondents asked for further detail on how the vision and outcomes would be delivered, measurable targets and regulatory changes.
  • Campaign responses pushed for explicit reference to reducing consumption and greater emphasis on international impacts.

Changes Made:

  • The Vision has been updated to include reference to ‘sustainable levels of material use’.
  • The outcomes have been amended to take account of comments received, in particular making more explicit reference to resource use and human and environmental international impacts.
  • The narrative describing the outcomes has been expanded to strengthen references to reducing consumption, environmental and international impacts, including broadening references to working with the UK government on issues such as export controls and international plastics treaties.
  • Further detail has also been added into the introductory text to highlight the importance of the waste hierarchy.
