A Circular Economy Strategy for Scotland - Report to Parliament on Consultation Responses

Consultation Activity

As part of the development of the strategy, both ahead of the consultation and to gain feedback during the consultation period, a range of activity was undertaken. This included: -

• Scottish Government officials presented and discussed the draft strategy content at the Scottish Government and Local Government Strategic Steering Group on circular economy and waste on 16 April 2025.
• The strategy was included in discussions as part of regular meetings between environmental Non-Governmental Organisations and the Cabinet Secretary for Climate Action and Energy on 25 June and 25 November 2025.
• A dedicated workshop on the circular economy monitoring and indicator framework was held with representatives from both the charitable sector and academia on 3 July 2025.
• Scottish Government/Zero Waste Scotland Officials held three workshops with Global South environmental Non-Governmental Organisations to hear views on Scotland’s international impact and the draft strategy content. These took place on 10 July and the 4 and 16 December 2025.
• Scottish Government officials presented to the Regulatory Review Group on 27 August 2025.
• Scottish Government officials presented draft strategy content to the Waste and Resource Sector Forum on 9 October 2025.
• The Cabinet Secretary for Climate Action and Energy spoke to the draft strategy at the Scottish Parliament Circular Economy Cross Party Group on 2 December 2025.
• The strategy was included as part of workshops focusing on the built environment on 3 December 2025 and energy infrastructure 10 December 2025.
• Scottish Government officials presented at the British-Irish Council (Environment) Circular Economy Strategies Webinar on 8 December 2025.
• Scottish Government and Zero Waste Scotland officials held a dedicated webinar on 9 December 2025 to present the draft Strategy to stakeholders and hear views.
• Scottish Government officials have maintained regular contact with UK Government counterparts as they draft their Circular Economy Growth Plan for England.
