Costs and Benefits

The transition will have costs. We cannot avoid some of these. We need investment for new equipment and systems. We need to meet these costs in a way that is fair and just.

The transition will also bring benefits. There will be opportunities to deal with inequalities. People will be helped to use land in better ways.
