Marine Directorate

The Marine Directorate of the Scottish Government, through its Licensing Operations Team (MD-LOT), is the consenting authority for marine licences. It is also responsible for issuing European Protected Species (EPS) licences, seal licences, and basking shark licences. The Directorate handles site registration, navigational consent, and the discharge of sea lice treatments from well boats. It acts as the consenting authority for both marine licences and Section 36 energy consents under the Electricity Act 1989. MD-LOT administers marine licences on behalf of Scottish Ministers for activities such as capital dredging and deposit of dredged material, including areas outside of Statutory Harbour Authority (SHA) jurisdiction. The Marine Directorate also serves as the monitoring and enforcement agency, overseeing tonnage removal and deposit, and ensuring compliance with licence conditions.
