8. Step‑by‑step change (phased)
Big changes will happen safely, carefully and in stages. First, we will improve the current system and agreements. Next, we will test bigger ideas and build national functions. Later, we might move to a national system if that is people tell us is needed as part of this consultation. Children and young people should be involved at every step.
