7. Paying for secure care in the future

How we pay for secure care affects fairness, stability and the ability to plan and train staff. Scotland is looking at options:

  • Option 1: Scotland pays for secure care nationally
  • Option 2: Scotland helps organise secure care at a national level, but local areas still pay for it
  • Option 3: A mix of national and local funding
  • Option 4: Keep things mostly the same but improve how money and planning are managed.
