1. Why we are asking for your views
The Government is thinking about changes to how secure care works, how it is paid for, and how children are supported. Your ideas will help shape what happens next.
This consultation asks questions about:
- How secure care should be organised across Scotland (for example, one national system).
- How funding should work so access is fair and services are stable.
- Rules and rights to make sure decisions are clear and children are protected.
- New ideas like Flex Secure, community hubs and multi‑disciplinary teams (different services working together).
- Standards for the safe transportation of children, to and from secure care.
- A Single Point of Contact (SPOC) for people harmed by a child’s behaviour.
There is a glossary at the end of the document that explains some of the terms covered in the consultation to help you answer the questions.
