Scottish Pubs Code Adjudicator: corporate plan 2025–2028

Legislation
The Scottish Pubs Code Regulations 2024 came into effect on 31 March 2025 established to further define the responsibilities of the Adjudicator and the rights of tied pub tenants. These regulations outline procedures for rent assessments, dispute resolution, and compliance enforcement.
The Adjudicator ensures that pub-owning businesses and tenants adhere to the Code and regulations, providing oversight and intervention where necessary to ensure it remains effective in protecting tenants and maintaining a fair pub sector. The Adjudicator ensures fairness between pub-owning businesses and tenants with impartial and effective arbitration. The Adjudicator also has enforcement powers, including the ability to impose financial penalties on pub-owning businesses that fail to comply with the Code.
