Scottish Government response to the consultation analysis on ending conversion practices Scotland. This responds to some of the issues raised in responses to the consultation and what we are doing now.


Conclusion and next steps

93. The Scottish Government thanks everyone who responded to the consultation and those who met with us during the consultation period. Your input has been invaluable.

94. As detailed in our 2025-2026 Programme for Government, published in May 2025, the Scottish Government remains committed to ending conversion practices in Scotland. We will continue to engage with the UK Government for a Bill covering England, Wales and Scotland. However, if this approach cannot be agreed, then we commit to publishing our own Bill in Year 1 of the next Parliamentary session.

95. As we continue to develop Scottish legislation, should this be required, we will consider the feedback we have received from consultation respondents and endeavour to address concerns as far as possible.

96. We will also continue to develop and deliver non-legislative, supportive measures to end conversion practices and support survivors, with a focus on awareness raising and education. By strengthening the support and services available to victims and survivors of conversion practices, we will ensure inclusivity is at the heart of everything we do.
