Shows progress against commitments in our action plan to make it easier for small businesses and third sector organisations to win public contracts.


Measurement

We are committed to evaluating the impact of our actions through a range of engagement channels, including one-to-one discussions, meet the buyer events, and stakeholder forums. These interactions provide valuable insight into how our initiatives are being received and where improvements can be made.

Fair Work First eLearning package

Under Action 2 – Improving the Accessibility of Guidance, we introduced the Fair Work First eLearning package as an additional, user-friendly resource to complement existing materials. This eLearning can be accessed via the Sustainable Procurement Tools website. A short summary video is also available.

While the eLearning is primarily designed for buyers, it is also open to suppliers who wish to learn more about and engage with Fair Work First. It was completed 145 times between its launch in December 2024 and March 2025, reflecting strong initial uptake. Feedback has been positive, with Dumfries and Galloway Council describing it as "a very insightful and easy-to-follow piece of e-learning."

Engagement guide for public procurement

We've published an Engagement Guide for Public Procurement in Scotland on the Supplier Journey website, consolidating existing guidance in a more accessible format. This guide has been promoted across various channels and made available at events via QR codes for quick and easy access.

This kind of input helps us stay on track, making sure our actions work well in practice and meet stakeholder needs. Our actions will also be assessed against the 'Good For' outcomes, ensuring alignment with the Public Procurement Strategy for Scotland. This includes demonstrating positive impact in areas such as fair work, inclusive economic growth, empowered communities, environmental sustainability, equality, and global contribution.
