No One Left Behind: strategic plan - first annual report

This first annual report on the Employability Strategic Plan 2024-2027 demonstrates how we are working in partnership, harnessing the expertise of organisations taking a cross sectoral, collaborative approach to delivering improvements to Scotland’s employability services.


2. Key Achievements

Over the past year, we have made significant progress in delivering against the priorities and actions through cross-sector working groups. This includes publication of refreshed frameworks and good practice guidance, as well as strengthened networks working more effectively to deliver better outcomes for service users. With representation from the Scottish Government, Local Authorities, Improvement Service and providers, these groups have fostered a partnership-driven approach, leveraging shared experience and expertise to drive meaningful change and strengthening Scotland’s employability landscape to deliver support underpinned by No One Left Behind principles.

Key achievements delivered through this collaborative approach include:

  • No One Left Behind National Products Handbook published
  • refreshed Local Employability Partnership (LEP) Framework published
  • LEP Chairs Group established to share good practice and support consistent messaging
  • developed and published Good Practice Guidance for Commissioning Employability Services in Scotland
  • Specialist Employability Support is being delivered across all 32 local authorities with an additional £5 million to support delivery
  • established a Shared Measurement Framework Working Group to enhance data collection and reporting to drive improvements in understanding impact, for example inclusion of additional progression data and new Specialist Employability Support data
  • commissioned independent implementation evaluation of Employability Child Poverty Co-ordinators and No One Left Behind User Experience Research
  • No One Left Behind National Communications Plan in development
  • strengthened collaboration among Parental Employability Support (PES) Leads, sharing best practice and linking to whole family support
  • Fair Work alignment through joint communications and closer collaboration with existing networks and raising awareness of the Fair Work resource hub
  • No One Left Behind Grant Offer Letters issued on schedule for 2025/26 financial year with letters of intent issued in January 2025
  • creation of Service Design in Employability Community of Practice
  • 18 thematic workshops delivered to support more effective delivery and share good practice
