Local Heat and Energy Efficiency Strategies (LHEES) are at the heart of a place based, locally-led and tailored approach to the heat transition. These local strategies will underpin an area-based approach to heat and energy efficiency planning and delivery.

5. There may be occasions when the measures needed to improve a buildings energy performance to the standard required are not possible. This include, but are not limited to, the method of construction, the cost of measures required, the measures having an unacceptable negative impact on the fabric or structure, or the need for 3rd party permissions (where this is not forthcoming). In such cases, we would expect these properties to achieve the highest standard possible, installing those measures recommended by the EPC assessment as being technically feasible and cost-effective for that building.
