Kinloch Castle Study: Final report

This report summarises the findings of a study into the views of Rum residents on the sale of Kinloch Castle on the Isle of Rum. The report presents an agreed list of suitable conditions of sale for Kinloch Castle and advice on how a future sale of the castle should be conducted.


4. Conclusion

This report has summarised the results of a Kinloch Castle Study carried out by analysts in the Rural and Environment Science and Analytical Services (RESAS) division of the Scottish Government between January and December 2024. The aim of this study was to understand the views of Rum residents on the future of Kinloch Castle, and to reach consensus amongst islanders on suitable conditions of sale.

As outlined above, the study included three rounds during which we have taken views from the majority of the Rum community. This study provides evidence that the majority of islanders agree that Kinloch Castle should be sold, in order to be redeveloped and brought back into operational use. Many islanders feel that the sale, redevelopment and operational use of the Castle will have a positive impact on their community. They recognise the need for a private sale, and that this could bring wider social and environmental benefits to Rum.

Any sale of Kinloch Castle should contribute to the sustainability of the Rum community, and not disrupt residents’ lives on the island today. Whilst as many islanders acknowledge, future use of the building will be determined by its buyer, they would like to retain access rights and for public use of the land and buildings to be considered as part of any sale process. Listening to the community, and engaging with them in an open and transparent way, will be key to a successful sale.

This study has identified 5 conditions of sale and 3 principles of sale which should be considered in order to work with the Rum community to achieve the successful sale of Kinloch Castle:

  • Contribution to the sustainability of the Rum community
  • Active community involvement
  • Contribution to enhancing nature on Rum, promotion and encouragement of its enjoyment, and interest in the island
  • Adherence to the Scottish Land Rights and Responsibilities Statement
  • Long-term commitment to conditions of sale

Principles of sale

  • Direct communication with all island residents at an early stage
  • Open and transparent communication
  • Communication in a range of ways

The findings of this study show support for the sale of Kinloch Castle among island residents in line with the conditions set out above. The study also indicates that not all island residents agree with a sale. This group would like other options to be explored.
