Independent Review of Adult Disability Payment: final report - easy read

The easy read version of the final report of the Independent Review of Adult Disability Payment, written by Edel Harris OBE.

A Better Future

Some people think that the rules for who can get support should be changed.

The Scottish Fiscal Commission help people understand what might happen with Scotland’s money and share reports on how it is used.

Their report shows that more people will apply for disability benefits across the UK in the future.

The UK Government said they will change parts of the UK welfare system to save money and to help more people into work.

This report recommends that the Scottish Government should not make it harder for people to apply for help because it would harm disabled people.

The questions in the application should be made better so they ask about changes in conditions, things that can make conditions worse, and what things people do to manage conditions.

They should also change the way that applications are checked to make sure the decisions made are fair.

The rules for deciding who is able to get support should be looked at again. There should be more training and better instructions given to the staff making decisions.

The rules for checking what things people can do safely and well should be made clearer. They should also stop using a fixed distance for the mobility part of Adult Disability Payment.
